Biography

Gh. Shafiq Rasuli “Shamal” , known by his artistic name “ Shamal,” the founder & President of Shamali University, was born in Afghanistan. His life journey was marked by significant challenges from an early age. At the age of two, during internal conflicts, he lost his leg as a result of a rocket attack.
Due to this physical impairment, Shamal was unable to attend formal schooling until the age of ten. However, during this period, with commendable perseverance, he acquired foundational literacy skills from his mother. Upon reaching the age of ten and gaining relative mobility with the aid of crutches, he attempted to enroll in school. This endeavor was met with strong resistance from traditional family members, particularly his father and grandfather. The primary reason for this opposition stemmed from their traditional beliefs regarding the perceived inability of individuals with physical disabilities to cope with the rigors of education and social life.
With his mother’s support,  Shamal secretly entered school and studied covertly for a year. After passing the first year of school successfully with excellent grades he could prove his ability and satisfied the rest of his family for allowing him to follow up his dreams.
These efforts eventually bore fruit, and he successfully completed his secondary education.
Following the completion of his schooling, he successfully passed the national university entrance examination (Kankor) and was admitted to the field of Civil Engineering at Alberoni University. Subsequently, through a government scholarship, he traveled to India for further higher education, obtaining his Bachelor’s degree in Electrical and Electronics Engineering from the reputable Visvesvaraya Technological University (VTU), before returning to Afghanistan.
Upon his return to his homeland, Shamal became an instructor in a private Educational Academy, dedicating three years to educating the younger generation and serving the country’s academic community.
by collapse of the Islamic Republic of Afghanistan on 15. Aug. 2021, he was compelled to leave his country. Benefiting from a competitive scholarship, he relocated to Russia and earned his Master’s degree in Management from FSAEI. Immediately after graduation, he began working as a Research Engineer at the same university.
Currently, Shamal is a PhD Candidate in Public and Municipal Administration.

Beside his professional career, Shamal is a Persian Poem Writer where his poms have been composed and released as official song.
Shomal believes that willpower and effort are the keys to overcoming any obstacle, as he himself was initially deprived  the ability and permission to attend school. However, with strong determination and tireless effort, he now stands at the forefront of an educational institution.

Abdul Mustaan Shams, was born in Parwan Province, Afghanistan. Prof. Shams successfully completed his secondary education in Parwan Province with excellent grades.

He pursued higher education at the Academisin Muhammad Sayyid Asimi Tajik Technical University in Dushanbe, Tajikistan, specializing in Electrical Engineering (Electric Drives and Industrial System Automation). He successfully obtained his Master of Science degree in Electrical Engineering in 2006.

Upon completing his advanced studies, Prof. Shams served for over sixteen years as a University Professor at Al-Biruni University in the field of higher education. In addition to teaching specialized engineering subjects, mathematics, and physics, he held various administrative and managerial responsibilities, playing an active role in training the younger generation of specialists. His professional experience also includes teaching in schools and collaborating on social, health, and humanitarian programs.

He is a native Persian speaker and is familiar with Pashto, Arabic, English, Russian, German, and Spanish at various levels.

Deep study in mathematics, physics, and electrical engineering remains a primary interest. Alongside his academic work, chess, volleyball, and gardening are hobbies that provide him with balance and dynamism. He takes pride in having maintained a continuous path of scientific study and education despite nearly five decades of conflict in his country.

Biography

Prof. Nesar Ahmad Kohestani is a distinguished Afghan academic, environmental specialist, and forestry expert who has dedicated more than three decades to higher education, environmental protection, and natural resource management in Afghanistan.

He was born in Afghanistan and pursued his early education with a strong interest in agriculture and environmental sciences. He completed his Bachelor of Science in Forestry and Horticulture at Kabul University in 1981. Driven by academic excellence, he continued his studies in the former Soviet Union and obtained his Master of Science in Forestry and Ecology in 1989 from the Forest Technical Academy in Leningrad (now Saint Petersburg, Russia).

Prof. Kohestani began his academic career at Balkh University, where he served as Head of the Department, Assistant Professor, and later Dean of the Faculty of Agriculture. During this period, he played a key role in establishing new academic departments including Forestry, Horticulture, and Animal Husbandry, contributing significantly to the development of agricultural education in northern Afghanistan.

In 1995, he joined Kabul University, where he spent the majority of his professional career. Over the years, he held numerous leadership positions including Assistant Professor, Associate Professor, Deputy Dean, and Dean, and ultimately served as Head of the Department of Forestry and Natural Resources. In this capacity, he led scientific, administrative, and educational activities in forestry, ecology, wildlife conservation, and environmental management.

One of his most notable achievements was the establishment of the Environmental Conservation Center for Afghanistan (ECFA) at Kabul University—the first academic environmental conservation center in the country. He also initiated the creation of the Botanical Garden of Kabul University and launched Afghanistan’s first scientific environmental journal, “Mohit,” promoting environmental awareness and research nationwide.

Throughout his career, Prof. Kohestani has taught a wide range of subjects including forestry, ecology, wildlife management, national parks, systematic botany, range science, and environmental protection. He supervised numerous student research projects and contributed to the development of national academic curricula and environmental policies in collaboration with the Ministry of Agriculture, Ministry of Higher Education, and the National Environmental Protection Agency (NEPA).

In addition to his work in Afghanistan, he participated in several international academic exchange programs and served as a visiting professor at Purdue University and North Carolina State University in the United States, as well as collaborating with institutions in India, Japan, Germany, and other countries. These international engagements allowed him to share Afghanistan’s environmental challenges and strengthen global academic cooperation.

Prof. Kohestani is also a prolific author and researcher. He has published numerous scientific papers and authored more than eight academic books in Dari and Pashto on topics such as forestry principles, ecology, wildlife of Afghanistan, and protected areas. His publications have played a major role in providing locally relevant academic resources for Afghan students and researchers.
